Webelos Handbook The Webelos handbook is intended to guide both the boys and their parents along the Cub Scout trail. The trail to Webelos is a two year program with the culmenation of the scout earning his Arrow of Light and crossing over into Boy Scouting. Along the way the Webelos have multiple requirements and can earn 20 activity badges in 5 categories.
